Annapolis, MD / January 13, 2026 — RadSite™, a national accreditation organization dedicated to advancing safety, quality, and performance in medical imaging, and Schooner Strategies™, an accreditation incubator and healthcare consulting firm, announced today that Ted Winstead, MA, has joined the organizations as Senior Director of Standards Development.
In this role, Winstead will lead the development of accreditation standards for RadSite’s new Ultrasound Accreditation Program, including specialty modules such as point-of-care ultrasound (POCUS). He will also oversee accreditation standards across RadSite’s existing programs and support several of Schooner’s other clients.
Before joining RadSite, Winstead was a senior writer at the National Cancer Institute (NCI), part of the National Institutes of Health (NIH), where he covered advances in biomedical research. That experience informs his approach to developing clear, evidence-based, accreditation standards.
“Schooner Strategies has established a solid reputation for implementing rigorous and practical accreditation standards, notably with its current flagship client, RadSite,” stated Winstead. “I am pleased to participate in ongoing initiatives, including our upcoming endeavor to advance a comprehensive Ultrasound Accreditation Program. I also look forward to working with our different Standards Committees and workgroup members, who graciously volunteer their time and expertise to help draft and maintain our standards.”
“Ted brings valuable experience in evidence-based analysis and standards-focused communication,” said Garry Carneal, JD, MA, president and CEO of RadSite and Schooner Strategies. “His ability to translate complex concepts into clear, usable standards will strengthen both our existing and future accreditation programs as we continue to pursue our mission to promote quality and efficiency.” Carneal has brought to market 30 accreditation programs in healthcare over the past 30 years.
RadSite currently offers six accreditation programs, including CT, MRI, nuclear medicine and PET, dental CBCT, medical CBCT, and remote scanning. Its forthcoming Ultrasound Accreditation Program will address evolving ultrasound practice models while maintaining high expectations for safety, quality, and accountability. In recent years, Schooner also has supported the development of national accreditation programs for applied behavior analysis, comparative effectiveness, mental health parity, remote monitoring, and telemedicine.
