Population Health Impact Institute (PHII) announces the appointment of William ‘Bill’ Harms, D.Phil, as the organization’s interim executive director.  Founded in 2004, PHII works to promote credible, transparent, standardized and replicable impact evaluations of defined population health management programs for public and private sector organizations through education, research and benchmarking services.

According to Thomas Wilson, PhD, PHII board chairperson and CEO of Trajectory Healthcare, LLC, Dr. Harms is a natural fit with PHII.  “With a strong background working with government, universities, research institutes, and health care publishers, Dr. Harms knows the intricacies of the method evaluation process, how to properly peer review and get published,” he notes. “PHII is dedicated to ensuring that studies are designed and reported fairly and accurately.”

Dr. Harms says he is “honored and excited about running the day-to-day activities of the Population Health Impact Institute. PHII has already had an impact on the transparency movement—a cause I feel deserves a lot of support.” Among his many accomplishments, Dr. Harms has:

• Served as senior tutor, member of the Graduate Research Counsel, and as faculty for Oxford  University, teaching research design, statistics, and information technology at the U.S., Trinidad, and England campuses;
• Served as staff consultant to the Wyoming Department of Health, Mental Health and Substance Abuse Services Division.  Acted as the state director of SAMHSA’s Access to Recovery Program focusing on community systems of care to treat adolescent substance abuse;
•  Served as the technical assistance and training director for the Altarum Institute’s contract managing the Department of Health and Human Services Substance Abuse and Mental Health Services Administration Access to Recovery program.  He was named principal investigator for the Veteran’s Transition Project, and served as subject matter expert in PTSD, depression, and substance abuse for returning veterans; and
• Dr. Harms presents nationally in the areas of veteran reintegration, substance abuse, criminal rehabilitation, and community systems of care.

PHII is most well-known for its user level trainings and certification programs that train individuals to perform empirical research and publish in academic journals. PHII is managed by Schooner Healthcare Services, an Annapolis, MD-based consulting company that provides clients with business development, marketing and communications, research and branding support.
